Consultancy Services to Conduct Public Perception Survey of Rule of law institut

UNDP Malawi seeks an experienced and qualified firm to conduct a comprehensive survey targeting a representative sample of Malawian citizens of all demographics to collect statistically reliable data on current perceptions of the rule of law institutions and access to justice. The survey will produce recommendations to inform the best approaches to rule of law interventions, with a view towards improving the quality of justice services and ways to address challenges to accessing justice. It will also provide an insight of the performance of justice and security institutions and enable development partners, government and stakeholders in the rule of law sector to design and deliver targeted interventions to make justice and security services more available, acceptable, affordable and accessible to the population.

The specific objectives of the survey are:

1. To obtain statistically reliable data on the opinions, knowledge and levels of public awareness of the availability and functions of justice and security service providers and the quality of the services they provide.
2. To obtain statistically reliable data on current accessibility of justice and security services to the population and to identify the primary barriers to accessibility.
3. To obtain statistically reliable data on the needs and priorities of the population with regard to justice and security services to enable more efficient and targeted programming and resource allocation.
4. To establish a baseline to help enable the monitoring and evaluation of the impact of programme interventions with greater accuracy.
5. To obtain statistically reliable data on the internal perceptions of trust, dependability, confidence, commitment, satisfaction and integrity of justice and security institutions.
6. To obtain reliable qualitative data on the public’s perception of the dependability, commitment and integrity of justice and security institutions and administration of justice and security services.
