Description    Appel à manifestation dintérêt (AMI) Projet FIER : « Financement Intégré pour les Energies Renouvelables et Durables » Référence : 001/AMI/SDG FUND-FIER/2024 Dans le cadre de la mise en œuvre du projet « FIER » financé par le Fonds conjoint des Nations Unies pour les Objectifs de développement durable, le PNUD et l’UNCDF invitent les entreprises intéressées à répondre à lappel à manifestation dintérêt "Accès à des prêts concessionnels, des garanties et des subventions complémentaires pour le financement des projets sur l’énergie renouvelable et durable à Madagascar" ci-après. Lobjectif est de développer une ligne de financement pour des projets dénergie durable, de cuisson propre et defficacité énergétique à Madagascar. Les financements disponibles sont détaillés ci-dessous. 1)   Résumé du programme Malgré son fort potentiel en énergies renouvelables, Madagascar tout comme la majorité des pays en voie développement est caractérisé par un secteur énergétique peu développé et vulnérable aux chocs exogènes et aux changements climatiques. Madagascar présente un faible taux d’électrification de 26%, un faible taux d’accès à l’électricité (35,1%) selon les dernières estimations de la Banque Mondiale, réparti de manière disproportionnée entre les zones urbaines (60%) et les zones rurales (15,1%) en 2022. En 2017, le pays avait une capacité de production d’électricité installée de seulement 400 MW, principalement thermique (53%), hydroélectrique (39%) et solaire (1%). Par ailleurs, plus de 92% des ménages malgaches dépendent du bois de feu, du charbon de bois et autres biomasses pour satisfaire leurs besoins en énergie de cuisson. En 2018, seulement 0,6% des ménages malgaches utilisent des combustibles propres et seulement 0,3% d’entre eux utilisent des fours de cuisson améliorés. Madagascar a perdu plus de 90 000ha de forêts par an cette dernière décennie en raison de la déforestation due à la conversion en zones de cultures, aux exploitations minières, à la forte demande en bois d’Energie. Ces défis énergétiques constituent un obstacle majeur au développement économique et social, augmentent la pression sur la déforestation et ont un impact négatif sur la santé de la population. Malgré cela, les investisseurs dans le secteur stratégique de lénergie durable marquent un intérêt croissant pour un marché dynamique, à fort impact mais sous-capitalisé. Dans le cadre du programme du Fonds conjoint pour les ODD "Transformer le système financier pour soutenir le développement de solutions énergétiques durables grâce à lassistance technique et à linvestissement (Un système dinnovation financière pour lénergie)", l’UNCDF et le PNUD mettent en œuvre un mécanisme de réduction des risques (Derisking facility) visant à fournir des capitaux aux entreprises qui sont prêtes à investir mais qui ont du mal à lever des capitaux sur le marché parce quelles opèrent dans des secteurs et/ou des domaines qui sont perçus comme trop risqués par les investisseurs traditionnels. Lobjectif est de permettre aux entreprises privées de prouver qu’elles peuvent être des partenaires fiables pour les investisseurs traditionnels, soit dès le début du processus de réduction des risques, soit à une étape ultérieure, et ce, en tenant compte des circonstances spécifiques et du niveau de risque que les investisseurs sont prêts à accepter pour atteindre les objectifs stratégiques du projet.          2)   Description du Derisking Facility : Le Derisking facility, fournira : a)    Un capital de réduction des risques sous forme de prêts concessionnels ou de garanties, et b)    Des subventions complémentaires basés sur les performances (PBP) : Il sagit de subvention destinée à soutenir des projets et des entreprises qui ont du mal à obtenir des financements sur le marché, en leur offrant des conditions financières adaptées à leurs besoins. Notons que     seuls les projets délectrification rurale (systèmes solaires domestiques, petit/miniréseaux, nanoréseaux), les projets de cuisson propre (foyers améliorés, bioéthanol, charbon de bois vert) et les projets defficacité énergétique pourront bénéficier de ce PBP     . Ci-après les descriptions détaillées des instruments financiers auxquels pourraient prétendre les entreprises intéressées :     ●        Facilités de trésorerie : Prêts      i.        Prêts pour fonds de roulement : ces prêts financent les besoins en fonds de roulement à court terme et peuvent être assortis dune période de grâce ou d’une tarification flexible (par exemple, un taux dintérêt concessionnel) qui répondent aux besoins de lentreprise ou du projet.     ii.        Prêts à délai de grâce prolongé / prêts à longue durée : ces prêts prévoient des délais de grâce prolongés pour les intérêts et/ou le principal (par exemple jusquà 3 ans), ou offrent des profils déchéance longs, et peuvent être utiles si des liquidités sont nécessaires pour des investissements à moyen ou long terme. Les périodes de grâce prolongées et les prêts à long terme constituent une autre forme de concessionnalité, au-delà des taux dintérêt concessionnels. Prêts subordonnés : ces prêts fournissent une solution de financement qui est subordonnée aux droits de remboursement dautres prêteurs qui peuvent occuper un rang supérieur. Si lemprunteur ne peut pas rembourser, cest le prêt subordonné qui serait exposé en premier aux pertes. Cela permet dobtenir des liquidités avec une plus grande appétence pour le risque, ce qui serait bienvenue dans le contexte actuel pour encourager dautres prêteurs à apporter de nouveaux capitaux. Ces prêts seront accordés par l’UNCDF et les entreprises signeront un accord de prêt avec l’UNCDF. ●        Paiements (subventions) basés sur la performance (PBP) : Le PBP sera utilisé dans des situations spécifiques où une partie de la subvention est strictement nécessaire pour soutenir le projet (cest-à-dire les réseaux à petite échelle/mini, les nanoréseaux, les projets promouvant lefficacité énergétique), et sera couplé ou basé sur la conditionnalité avec dautres outils (cest-à-dire les prêts ou les garanties). Le contexte socio-économique de Madagascar présente un faible accès à l’énergie. Par ailleurs, les coûts de transaction élevés auxquels sont confrontés les entreprises ou les projets qui souhaitent investir dans le secteur de lénergie en raison du manque dinfrastructures soulignent limportance de dé-risquer les financements à leur égard afin dêtre en mesure de fournir un service de qualité.         Le PBP sera utilisé pour répondre aux besoins des micro, petites et moyennes entreprises (MPME), travaillant dans la promotion des énergies renouvelables et laccès à lénergie propre, dont les activités ne sont plus en phase de démarrage mais qui ont besoin dun soutien pour la croissance et la durabilité. Il vise à leur donner les conditions et les capacités nécessaires à un véritable décollage. Lautre objectif du PBP est de renforcer la capacité des entreprises à développer des projets bancables et attractifs pour les investisseurs et les partenaires techniques et financiers. Le PBP est davantage destiné à augmenter la capacité de production, à améliorer la viabilité financière ou à traiter de la durabilité et de la viabilité des projets, et non à subventionner le lancement de nouvelles entreprises. Le montant du PBP ne dépassera pas 20 à 40 % du CAPEX (Capital expenditure), càd des dépenses en investissement matériel, des projets ciblés. Les entreprises qui indiquent avoir besoin dun paiement complémentaire basé sur la performance signeront un accord PBP avec le PNUD. Les PBP sont un type daccord entre le PNUD et une partie responsable pour fournir un financement sur la base de la réalisation vérifiée dun résultat de développement mesurable convenu. Aucune avance nest fournie, les paiements ne sont effectués quaprès vérification de la réalisation des résultats convenus (paiement ex post). Cette approche incite davantage les parties responsables à obtenir des résultats. ●        Mécanismes de partage des risques (garanties de prêts)      i.        Garantie du risque de crédit Pari Passu : une garantie partielle du risque de crédit fournit généralement une couverture du risque de crédit aux banques et aux autres investisseurs qui accordent des financements à des entreprises individuelles ou à un portefeuille plus large dentreprises. La couverture peut être étendue pour garantir jusquà 50 % du risque de crédit supporté par une banque ou un investisseur en cas de défaillance. En dautres termes, lorsquune entreprise ne paie pas un montant dû à une banque ou à un investisseur, le mécanisme peut couvrir jusquà 50 % de la perte subie par la banque ou linvestisseur. Une telle protection favoriserait la poursuite de lactivité de prêt dans ces circonstances difficiles.     ii.        Garantie subordonnée du risque de crédit : ces instruments fournissent une couverture du risque de crédit aux banques et autres investisseurs dont les niveaux dabsorption du risque sont plus élevés que ceux de la partie avec laquelle ils partagent les risques de crédit. Ces garanties peuvent couvrir 70 % de toutes les pertes subies jusquà un certain pourcentage de risque aux côtés dun autre garant. Dans le cadre de la facilité, la couverture peut être étendue pour garantir 70 % du risque de crédit jusquà 20 % de la valeur totale de la facilité de crédit sous-jacente. Garantie de volume : Ces instruments (également appelés garanties de marché) sont utilisés pour fournir une couverture du risque de marché/de vente aux différents acteurs dune chaîne dapprovisionnement donnée qui fournissent des produits ou des services à un client/prestataire. Si les volumes de vente ne sont pas atteints comme prévu par lentreprise, linstrument peut couvrir la perte subie par le fournisseur ou lentreprise en aval.  Cet instrument permet donc aux chaînes dapprovisionnement de continuer à fonctionner, même en cas de perturbation. Les entreprises qui demandent une garantie devront fournir des détails sur les fonds garantis. Les candidats retenus signeront un accord de garantie avec l’UNCDF. 3)   Champ dapplication Dans le cadre du programme du Fonds conjoint pour les ODD à Madagascar, l’UNCDF et le PNUD sollicitent des manifestations dintérêt de la part dentités éligibles du secteur privé ayant besoin dun mécanisme de réduction des risques sous forme de garanties de prêt, de prêts et de paiements basés sur la performance (associés à dautres instruments de financement) pour que ces entreprises financent leur fonds de roulement, leurs dépenses dinvestissement ou leur expansion dans la chaîne de valeur de lénergie durable et de lefficacité énergétique.       Les bénéficiaires éligibles sont des entités qui exploitent une entreprise axée sur les énergies renouvelables pour la production délectricité (systèmes solaires domestiques, petits/mini réseaux, nanoréseaux), la cuisson propre (foyers améliorés, bioéthanol, charbon de bois vert), lefficacité énergétique ou qui sont en mesure de tirer parti de ces services pour améliorer lefficacité, les performances organisationnelles et la proximité avec les clients. L’UNCDF et le PNUD effectueront une présélection des demandes reçues sur la base des besoins de financement demandés dans la manifestation dintérêt. Par la suite, les mécanismes de suivi seront discutés avec les entreprises éligibles. Le fait de répondre à cette manifestation dintérêt ne signifie pas que le candidat est sélectionné pour bénéficier dun mécanisme financier et ne signifie pas non plus que l’UNCDF ou le PNUD sont dans lobligation de déployer un tel mécanisme financier. Un processus dexamen approfondi sera mené et le résultat de ce processus déterminera le(s) projet(s) à soutenir par le biais de ce mécanisme financier. Cette manifestation dintérêt fournira des prêts concessionnels (prêts, garanties) et des paiements basés sur la performance (en complément dautres instruments de financement), pour soutenir les entreprises du secteur privé, incluant entres autres :            i.        Les petites et moyennes entreprises dans le domaine des énergies renouvelables pour la production délectricité (sociétés solaires, mini-réseaux, énergie solaire autonome vendue par lintermédiaire de partenaires, électrification en essaim),     ii.        La cuisson propre, y compris les foyers améliorés, le bioéthanol à usage domestique, institutionnel ou industriel, la production de charbon vert et de briquettes pour laccès à lénergie ou pour des usages productifs et lefficacité énergétique.

Rainwater harvesting (RWH) for rural schools in Cuba
Description We are looking for suppliers of rainwater harvesting system in order to buy and install these in rural schools in Cuba.  This Rainwater harvesting (RWH) is a simple low-cost technique that requires minimum specific expertise or knowledge and offers many benefits. For drinking water purposes in rural areas, the most common technique is small-scale rooftop rainwater harvesting: rainwater is collected on the roof and transported with gutters to a storage reservoir, where it provides water at the point of consumption. Collected rainwater can supplement other water sources when they become scarce or are of low quality like brackish groundwater or polluted surface water in the rainy season. Each rainwater harvesting system consists of at least the following components (INFONET-BIOVISION 2010): Rainfall A catchment area or roof surface to collect rainwater. Delivery systems (gutters) to transport the water from the roof or collection surface to the storage reservoir. Storage reservoirs or tanks to store the water until it is used. An extraction device (depending on the location of the tank - may be a tap, rope and bucket, or a pump (HATUM & WORM 2006); or a infiltration device in the case the collected water is used for well or groundwater recharge (see also surface or subsurface artificial groundwater recharge). PROVISION OF MORTUARY AND HUMAN REMAINS REPATRIATION SERVICES FOR UNAMI IN IRAQ, ON AS AND WHEN REQUIRED BASIS.
Description 1.0 The United Nations Assistance Mission for Iraq (UNAMI) has a requirement for provision of Mortuary and Human Remains Repatriation Services in Iraq, on "as and when required" basis to be provided by a qualified and experienced Contractor in compliance with national legislation and international regulations and the provisions of this SOW. The contract will be awarded for an initial period of three (3) years with an option to extend under the same prices, terms and conditions for additional two (2) years, one year at a time (1+1), subject to satisfactory performance, renewal of UNAMI’s mandate and availability of funds, in accordance with the approved plans, specifications, scope of work, general conditions, and other related documents: 1.1 The contract will be awarded to the bidder that clearly demonstrates through a written bid and references a high degree of experience, ability, competency and best-practice in these services and capability to execute this services for UNAMI. 1.2 The awarded contractor shall provide materials, labour and equipment in the required works to successfully complete the required services as outlined in the scope of works. Specialized technical support for possible failures of the application or the tool, in addition to the maintenance of both digital products. Provide technical support to incorporate BMS – Digital violation data into the NIPN website, aiming to enhance interoperability for increased awareness and support regulatory measures. For preliminary or draft documents and final products: Incorporate suggestions issued by the UNICEF technical team. Respond in writing to any comments issued by UNICEF that it has not considered appropriate to incorporate in the respective reports. Participate in working meetings and feedback sessions with UNICEF staff and/or relevant counterparts. LRPS-2024-9188027 Environmental and Social Safeguard (ESS) Assessment in Projects and Programmes Funded and Implemented by UNICEF (LTAS)
Description UNICEF EAPRO is seeking to establish one or more non-exclusive Long-Term Agreements for Services (LTAS). This solicitation is including two parts: (1)          Mandatory submission: Establish one or more non-exclusive Long-Term Agreements for Services (LTA-S) for Environmental and Social Safeguard (ESS) Assessments in Projects and Programmes Funded and Implemented by UNICEF. (2)          Optional submission: Secondary bidding for the first assignment under the resulting LTA-S. Bidders are welcome to submit both proposals, or chose to submit a proposal for Long-Term Agreements (LTA-S) only. Background Insecurity, political instability, conflicts, natural hazards, climate change, deforestation, desertification, soil erosion and natural resource depletion are increasing extreme poverty and vulnerabilities, and have impacted economic activities and living conditions, with direct negative consequences especially on children and women. Unless action is taken, future impacts will be far more dramatic, undermining much of the progress made for children over the last decades. Each of the five Goal Areas of the UNICEF Strategic Plan 2022-2025 is affected in some way by climate change and/or environmental degradation and by social inequalities. UNICEF’s Environment and Social Sustainability (ESS) Framework underpin UNICEF’s commitment to the UN 2030 Agenda (Sustainable Development Goals) by ensuring social and environmental sustainability is mainstreamed across all programming. The ESS Framework requires that all UNICEF programming maximizes social and environmental opportunities and benefits as well as ensures that adverse social and environmental risks and impacts are avoided, minimized, mitigated and managed. Through application of the ESS Framework, UNICEF aims to enhance the consistency, transparency and accountability of its decision-making and actions; improve performance; and strengthen achievement of sustainable development outcomes. Similarly, UNICEF is also addressing major donors’ requirements with growing demands on transparent and systematic environmental and social risks management in programming including as a UN system wide priority endorsed in the UN Strategy for Sustainability Management (2020-2030). In 2021, UNICEF country offices applied environment and social standards and safeguards across more than 30 projects and programmes1, developed environmental and social risks management plans, and other related instruments in programme design and implementation. Objectives, Purpose & Expected results UNICEF EAPRO is seeking to establish one or more non-exclusive Long-Term Agreements for Services (LTAS) for the duration of 24 months, with the option of additional 36 months extension, subject to satisfactory performance and agreement of both contracting parties. The established LTAS will be time bound, without a monetary value or guaranteed offtake. For any assignments to be contracted under the established LTAS, all suitable LTAS holders will be invited to submit their proposal in a secondary bidding process. Contract award will be made to the LTAS holder who submitted the most responsive proposal (highest ranking as combination of technical and financial score). While some UNICEF Country Offices have already engaged dedicated support on ESS, there is still a limited understanding on how to undertake it, what it means for programming, and how to integrate it. Hence, the goal ultimately is to ensure that UNICEF EAPRO offices generate the capacity to effectively identify and manage environmental and social risks, optimizing results for children and meeting the commitments established in UNICEF’s Strategic Plan as well as meeting the SDG targets. Such capacity would also improve programme planning, implementation, and monitoring, as well as improve accountability to target populations, and build partner/donor confidence. Under the established LTAS, there will be three Service Categories of work assignments: a.            Technical guidance and quality assurance for identification, implementation and compliance of Environmental and Social Safeguards in UNICEF Country programmes and projects. b.            Environmental and Social Safeguards Screening for Country Offices. c.             Capacity building through development of guidance, training materials, and face-to-face training. The services for specific assignments in the secondary bidding process might include, but are not limited to: •              Assessments for projects in accordance with donor requirements, such as those from the World Bank and the Green Climate Fund. •              Compliance with relevant national and international laws and regulations related to environmental and social safeguards. •              Support and integration through project planning, implementation, monitoring and reporting phases, according to the donors’ procedures and standards. •              Capacity building of staff to apply ESS requirements throughout project preparation and implementation. •              Compliance with UNICEF ESS Principles and Guidelines, as well as any more recent guidelines issued by UNICEF. Description The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable consultant to support the UNAIDS Country Office in Papua New Guinea in undertaking and timely implementation of a) Operationalization of the 2024-2028 NSHS and b) KPAC-OCA Recommendations over the following 6-month period: February 2024 - 31 August 2024 period (or 120 workdays). The NSHS and KPAC Consultant will have an established presence in Papua New Guinea, and will work under the supervision of the UNAIDS PNG Country Director, will work closely with the NSHS and KPAC teams, and is responsible for facilitating and leading the a) Operationalization of the 2024-2028 National STI and HIV Strategy (NSHS) and the b) Implementation of the Organizational Capacity Assessment (OCA) Recommendations for the Key Population Advocacy Consortium (KPAC). It is the responsibility of the NSHS and KPAC Consultant to facilitate and lead the following: 1. Operationalization of the 2024-2028 National STI and HIV Strategy (NSHS) 1.1. Refine and cost the 2024-2028 NSHS Operational Plan at Provincial and National Levels 1.2. Develop and support provincial level implementation and adaptation of the 2024-2028 NSHS 1.3. Develop and support the Technical Support Plan for NDOH and NACS on the 2024-2028 NSHS Implementation 1.4. Support the development of the 2025-2026 Global Fund Proposal and ensure it is aligned into the results framework of the 2024-2028 NSHS 2. Description General Description of the Requirement: The United Nations Mission in South Sudan (UNMISS) hereby solicits Expression of Interest (EOI) from competent Companies for the Supply, Delivery, Installation and Commissioning of Self Supporting Communication Towers to UNMISS in Juba, South Sudan. Conditions: 1. Interested companies are invited to submit their Expression of Interest (EOI) by hand delivery or e-mail as indicated below. The EOI must include, as a minimum, the following information:  United Nations Global Market (UNGM) and Registration Number for supply of UNSPSC Code no 72141118 - Telecommunication transmission tower construction service.  Company’s contact details (address, telephone and fax numbers, e-mail, etc.). Technical assistance to establish the enabling environment for SF6-free technology uptake and the phase-out of SF6 in Kenya.
Description The United Nations Office at Nairobi (UNON), on behalf of Climate Technology Centre and Network (CTCN), United Nations Environment Programme (UNEP) invites qualified interested firms to submit Expression of Interest (EOI) to participate in the upcoming solicitation for provision of Technical assistance to establish the enabling environment for SF6-free technology uptake and the phase-out of SF6 in Kenya. United Nations Environment Programme (UNEP) on behalf of the Climate Technology Centre and Network (CTCN) requires the services of an institution to deliver the technical assistance. The overall objective of this technical assistance will be to develop Development of a SF6 Phase-out Roadmap and Pilot Projects for Kenya. Sulfur hexafluoride (SF6) is a potent greenhouse gas used in electrical equipment in Kenya, contributing to emissions. Despite efforts, leakage occurs, and disposal infrastructure is lacking. The expanding electrical grid plans in Kenya will lead to increased SF6 emissions. SF6-free technologies, offered by some companies, are viable alternatives using clean air. While globally adopted, Kenya hasn't embraced these technologies. Technical assistance is needed to facilitate the transition to SF6-free technologies and support Kenya's commitment to 100% renewable energy by 2030. This technical assistance aims to set the enabling environment for the transition to SF6-free technologies and phase-out of SF6 in KenyaThe objective of this technical assistance is to establish the enabling environment for SF6-free technology uptake and the phase-out of SF6 in Kenya. Some of the expected outcome, outputs and activities are; • Development of implementation planning and periodical reporting documents. • Formation and regular meetings • Introduction of a Project Steering Mechanism. • The establishment of an SF6 inventory and MRV Framework, • the introduction of safe management of technologies using SF6, • the evaluation of appropriate SF6-free equipment options, • the development of a national SF6 phase-out roadmap and policy recommendations, and • the preparation of SF6-free technology pilots The complete details of the requirement will be provided in the tender documents that will be issued to bidders after this request for EOI is closed.
