RFP-Establish a baseline, develop SMART indicators and data collecting protocols
Description The Consulting Team/Company is required to: 1. Design and implement an appropriate methodology for establishing baselines considering the range of ecosystems in Grenada: agro-ecosystems, coastal and marine, terrestrial, freshwater and other islands; 2. Review the international, regional and national frameworks, policies, strategies and plans relating to biodiversity conservation and protected species and make recommendations for key short, medium and long-term strategic actions; 3. Assess the vulnerability of biodiversity in Grenada due to climate change as well as competing and unsustainable land-use activities including the contribution that agroecosystems may make to the difficulty in managing/controlling IAS; 4. Develop smart indicators for biodiversity conservation and data collection protocols with respect to monitoring the following species (and additional species as required) based on cutting-edge and best practice: a. the critically endangered Grenada Dove b. the endemic Grenada Frog, and c. the hawksbill and the leatherback sea turtles; 5. Liaise with the SLM Consulting Team on key linkages between the SLM/CSA and Biodiversity Monitoring consultancies, particularly related to (a) the KAPB study, (b) the ESIA and ESMP, (c) the development of watershed management plans and (d) capacity building activities targeting the same stakeholders; 6. Prepare a comprehensive assessment report based on the above and make recommendations for a long-term biodiversity monitoring plan including costing of activities and key investments. These reports should include clear and specific recommendations about stakeholder engagement and contributions to monitoring and response particularly by local communities; 7. Design and implement capacity building activities and trainings for key departments of the Ministry of Agriculture, Lands and Forestry as well as the other Ministries to be identified by the latter; and 8. Work with the Ministries responsible for the Environment, Forestry and Agriculture, and the parish-level actors to develop the assessments, and plans for biodiversity monitoring.
