The consultant should undertake a comprehensive desk review of all relevant documents and other examples of training manuals for gender mainstreaming of UXO and the Mine Action sector, inclusiveness-promoting HR policy and Code of Conduct for UXO operators during the inception phase. The inception report should be presented to a committee comprising NRA, LWU and UNDP UXO Unit staff to ensure the work will meet the client’s expectations. The inception report should include an activity plan, detailing expected activities against an anticipated timeline. The updated Manual for Trainers on Gender Mainstreaming in the UXO Sector Lao PDR and developed HR policy and Code of Conduct should be able to address the findings and implement the recommendations of the Gender Analysis and Gender and Diversity Action Plan for UNDP UXO Programme Lao PDR (2023-2026). For the Manual for Trainers, the consultant should develop effective learning aid/materials, monitoring and evaluation (M&E) criteria for the training, and user-friendly M&E tools to measure the impact of the training and add them to the updated Manual as an annex.
