IC to update the Manual for Trainers on Gender Mainstreaming in the UXO, LAOS
    Description Country: Home-based or Vientiane, Lao PDR Description of the Assignment: The consultant should update the Manual for Trainers on Gender Mainstreaming in the UXO sector Lao PDR (2019) and develop inclusive HR policy and Code of Conduct for UXO operators to reflect the current Lao context in line with international standards and Lao national laws promoting equality and inclusiveness. The consultant should undertake a comprehensive desk review of all relevant documents and other examples of training manuals for gender mainstreaming of UXO and the Mine Action sector, inclusiveness-promoting HR policy and Code of Conduct for UXO operators during the inception phase. The inception report should be presented to a committee comprising NRA, LWU and UNDP UXO Unit staff to ensure the work will meet the client’s expectations. The inception report should include an activity plan, detailing expected activities against an anticipated timeline. The updated Manual for Trainers on Gender Mainstreaming in the UXO Sector Lao PDR and developed HR policy and Code of Conduct should be able to address the findings and implement the recommendations of the Gender Analysis and Gender and Diversity Action Plan for UNDP UXO Programme Lao PDR (2023-2026). For the Manual for Trainers, the consultant should develop effective learning aid/materials, monitoring and evaluation (M&E) criteria for the training, and user-friendly M&E tools to measure the impact of the training and add them to the updated Manual as an annex. The final version of the Manual, HR Policy and Code of Conduct should be presented to the client for review and a possible shift in emphasis, if required. UNDP will hire a national consultant to share the current Lao context, update the Lao version and provide training in Lao PDR in cooperation with LWU once the manual is ready for training on a separate consultancy contract. The successful applicant will be expected to be responsible for the following: Task 1: Update the Manual for Trainers on Gender Mainstreaming in the UXO sector Lao PDR·       Use the existing Manual for Trainers on Gender Mainstreaming in the UXO sector Lao PDR (2019) as the basis of the updated Manual. ·       Draw on findings from gender analysis in the UXO sector in Lao PDR (2023) by UNDP and existing qualitative and quantitative report findings as a basis for evidence-based data.·       Ensure the updated Manual provides practical guidance on the implementation of the Gender and Diversity Action Plan for the UXO Sector in Lao PDR (2023-2026). ·       Define concrete measures to be undertaken and provide a clear set of recommendations for reducing gender disparities and inequalities in the sector.·       Provide examples of simple tools for trainers who lead the training using the Manual to measure the effectiveness of the training in line with the Gender Results Framework and Monitoring provided in the gender analysis report (2023).·       Introduce effective learning aid/materials, training methodology and M&E criteria for the training with user-friendly, qualitative and quantitative M&E tools to measure the impact of the training in the updated Manual.·       Introduce key changes from the previous manual and suggest practical guidance to promote gender equality in the UXO sector using the Manual with various UXO stakeholders, the UXO Unit Team, implementing partners and concerned staff through consultation meetings for collecting feedback, or suggestions for the finalization of the updated Manual.·       Coordinate and work closely with a national consultant, UXO Unit Team, implementing partners and relevant staff, in updating the Manual for Trainers on Gender Mainstreaming in the UXO sector Lao PDR after reviewing the existing Manual. Task 2: Develop Inclusive HR policy for IP (NRA and UXO Lao)·       Use the existing guidance tools developed by GICHD/GMAP to address gender and diversity issues in recruitment, training, and contracts to develop an HR policy for NRA and UXO Lao that promotes inclusiveness.·       Develop and introduce the due procedure for conflict and grievance resolution at work drawing on existing guidance for conflict and grievance resolutions at work.  ·       Draw on findings from gender analysis in the UXO sector in Lao PDR (2023) by UNDP and existing qualitative and quantitative report findings as a basis for evidence-based data.·       Draw on understanding based on the roles and responsibilities of staff working for NRA and UXO Lao·       Ensure the drafted policy provides practical guidance on the implementation of the Gender and Diversity Action Plan for the UXO Sector in Lao PDR (2023-2026). ·       Define concrete measures to be undertaken and provide a clear set of principles for reducing gender disparities and inequalities in the NRA and UXO Lao’s HR management.·       Coordinate and work closely with a national consultant, UXO Unit Team, implementing partners and relevant staff in developing the HR policy.  Task 3: Develop the Code of Conduct for IP and UXO operators that promotes work ethics and human rights·       Draw on the United Nations (UN) Protocols such as UN Protocols on Allegations of Sexual Exploitation and Abuse. ·       Draw on findings from gender analysis in the UXO sector in Lao PDR (2023) by UNDP and existing qualitative and quantitative report findings as a basis for evidence-based data.·       Ensure the drafted Code of Conduct provides practical guidance on the implementation of the Gender and Diversity Action Plan for the UXO Sector in Lao PDR (2023-2026). ·       Define concrete measures to be undertaken and provide a clear set of recommendations to promote safety and prevent human rights violations such as prevention of sexual exploitation in the sector.·       Coordinate and work closely with a national consultant, UXO Unit Team, implementing partners and relevant staff, in developing the Code of Conduct. Period of assignment/services: 30 working days over 3 months  Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
