Health innovation capacity building program
" Description The World Health Organization (WHO) is seeking offers for the development of a health innovation capacity building program.BACKGROUNDInnovation in the Western Pacific region has been an important driver of growth, but has historically been unevenly distributed and influenced by the capacities and ecosystems countries have to support innovation. However, the ways in which health innovations are developed and adopted is not necessarily aligned with public health goals and principles and does not necessarily fully reflect the needs of countries and populations in the region. Ensuring that health innovation is aligned with public purpose is complex and requires effective steering and a range of supporting policies, capacities and systems (Mazzucato 2023). Furthermore, as elsewhere in the world, the region lacks frameworks and systems for comprehensive evaluation and evidence generation on health innovation and utilization, to support appropriate regulation and policymaking for scaling health innovations. Inspired by the rich landscape of health innovation in the region, and recognizing the urgent need for public sector to play a leadership role in ensuring that health innovation’s public purpose is optimized, and to bridge the gap in exploiting health innovation to address longstanding challenges and growing threats, a Regional Health Innovation Strategy is being prepared to be endorsed at the 74th Session of the Regional Committee in 2023. Key objectives and areas of action for WHO collaboration with Member States have been delineated. One primary objective is to bolster the public sector's capacity for health innovation. As an initial step towards achieving this objective, the INR team under the DSI group is seeking a collaborator to co-create a capacity-building programREQUIREMENTS/WORK TO BE PERFORMEDOutput 1: An innovation capacity-building program that is developed based on needs identified among innovation stakeholders within the WHO and our counterparts in Ministries of Health, aiming to enhance the skills, knowledge, capacities, and resources of individuals within the WHO, Ministries of Health, and stakeholder organizations who play pivotal roles in health innovation across the Western Pacific Region.

Generating baseline evidence on climate change impacts on human health in the selected Pacific Island countries
" Description The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to generate baseline evidence on climate change impacts on human health in the selected outer islands of Kiribati as part of the KOICA-funded project, Making Health Adaptation for the Future Resilient Islands – Kiribati Outer Islands Climate Health Action (Te-MaMAURI KOICA) and other Pacific island countries (Solomon Islands, Tuvalu, and Vanuatu) as part of the Global Environment Facility (GEF) funded project – Building Climate Resilience in Health Systems in Pacific Least Developed Countries to Climate Change.BACKGROUND The Western Pacific Region is one of the most vulnerable regions to climate and environmental changes. Environmental determinants of health are responsible for more than a quarter of the burden of disease in the Region. Enduring shortage of safe drinking-water and sanitation, air pollution, presence of hazardous chemicals in the environment and climate-change related disasters heighten the threat of communicable and non-communicable diseases, negatively health equity and contribute significantly to morbidity and mortality in the region. The combination of exposure to climatic hazards, limited capacity of the health system, including inadequate basic infrastructure such as communication, water and sanitation and electricity, human resources, and supplies, as well as communities that are remote and hard to reach provide significant challenges in reducing climate change-related morbidity and mortality. Without substantial and proactive investment in adaptation in the health sector and community level, the current and projected climatic changes will result in increased health risks through direct and indirect pathways. In building resilience into the health systems, WHO has worked closely with Member States in the preparation of successful project proposals for submission to potential funding agencies.Generating baseline evidence of climate change impacts on human health in select Pacific island countries. In building climate resilience in the health systems, WHO has worked closely with Kiribati, Solomon Islands, Tuvalu, and Vanuatu to receive the following project:

Generating baseline evidence on climate change impacts on human health in Fiji
" Description The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to generate scientific evidence on the impacts of climate change on human health in Fiji through a project funded by the Korean International Cooperation Agency (KOICA), Strengthening Health Adaptation Project: Responding to Climate Change in Fiji (KOICA SHAPE).BACKGROUND A new WHO global strategy on health, environment and climate change was approved by member states in 2019 at the 72nd Annual World Health Assembly for 2019–2023, outlining the transformation needed to improve lives and well-being sustainably through healthy environments. With Small Island Developing States (SIDS) being extremely vulnerable to climate change and its potential health impacts, WHO Member States approved a WHO global plan of action on climate change and health in SIDS in 2019 for 2019–2023.Fiji is prone to the impacts of climate change, e.g., sea-level rise, cyclones, and floods, and prediction models suggest that there would be an increase in both the dry and wet season rainfall with an increased likelihood of extreme rainfall days. Given that scientific evidence indicates SIDS, including Fiji, are likely to experience more extreme weather events such as floods and droughts consequent from climate change, these changes are expected to influence disease patterns, community vulnerability, and resilience, including health systems in general. The KOICA SHAPE project in Fiji is being implemented by WHO with the government of Fiji, primarily the Ministry of Health and medical Services (MOHMS). The aims of this project, among others, is to develop an early warning system for climate-sensitive diseases based on baseline evidence of the linkages between climate change and health, as well as to understand the capacities and needs of communities in adapting to climate change.REQUIREMENTS/WORK TO BE PERFORMEDOutput 1: Review the data quality, collection and management of existing data, and identify potential data errors and their effect.
